According to the FBI:
Dr. Ivins, A sociopathic, homicidal lunatic with access to weapons of mass destruction was employed, undetected, for over twenty years by the U.S. Army! That employee of the U.S. Army planned, executed, and then covered up an attack on the United States with a bioweapon, making use of U.S. Army resources in the process of doing so. And he did it completely on his own, with none of his co-workers suspecting a thing!
